In Cyberpunk 2077, GPU is consistently between 95-100C hotspot. It is not even 10%, it is like 2%, at most. It may seem like higher power limit does something significant because it stabilizes clocks and allows for that stable 3000 MHz at all times, but if you then power limit the same overclock to 450W, it will only lose anywhere from 0.5% to 2% performance.
